Grant Manager
Job description:
The Grant Manager will work in close coordination with the Out-of-School Children / Workstream 2 Lead and will, together with the Lead, be responsible for establishing and administering the modalities for access, receipt, revision, approval and monitoring the grants under the Innovation Fund.
The Grant Manager is responsible for overall grant contract management and monitoring the performance and compliance of the grant management contracts. The Grant Manager receives support in budget monitoring and cost verification from the programme Finance Manager.
The responsibilities will include developing:
- Robust tender application guidelines
- Tender procedures for grant proposals
- The proposal evaluation process
- Formats and templates for grant applicants (reporting templates, etc.)
- A Grant Management Manual
- Monitoring & Evaluation processes for grantees
In addition, the Grant Manager will be responsible for:
- Conducting negotiations and overall contract management of grant contracts
- Supporting the management information system (MIS), which will capture the (financial) performance of grantees
- Overall risk management and contract compliance of grantees. This includes follow-up on the implementation of the due diligence recommendations by all grantees.
- Manage and report any identified fiduciary risk
- Managing procurement plans of grantees
- Review progress towards grant contract milestones and deliverables
- Reviewing regular grantee reporting (narrative and financial)
- Preparing regular inputs into management reports
- Working closely with grantees to implement the test-learn-adapt approach focusing on a path to scale up interventions based on emerging lessons and evidence.
- Conducting M&E support visits under the Fund
- Supporting the Research & Evaluation Supplier with objective to for further scaling successful interventions
- Supporting project related workshops and events where necessary.
The Grant Manager will actively work towards improved gender equality and social inclusion within stated area of responsibility and promoting a wider culture of safeguarding and inclusion.

Candidate Specification:
The Grant Manager will be a specialist with strong expertise in grant management and compliance, capable to conduct support and control functions vis-à-vis programme grantees.
The Grant Manager will have:
- Experience in implementing grant management programmes in Rwanda, preferably in an educational context.
- Experience in managing and monitoring contract compliance of grantees, including results-based contracts.
- Experience in using risk management approaches and familiarity with main risk management tools.
- Strong interpersonal skills and proven ability to work effectively with NGOs, government, and other external stakeholders.
- Critical analysis skills, with proven potential to take on leadership roles in the future
- Experience in working with Out of School children/local NGOs and working with the government.
- Experience with gender responsive engagement methods, organisational capacity development, and engaging with local organisations.
- Good communication skills in English and Kinyarwanda.
- Willingness to be proactive, responsive and flexible to changing requirements of the project.
- Willingness to be flexible and contribute to the company in other duties as required.
Background:
Cambridge Education has been awarded the six year FCDO funded Girls in Rwanda Learn (GIRL) programme, which will be implemented between November 2024 and June 2030. GIRL is the FCDO’s new bilateral education programme in Rwanda, building on components of the previous Learning for All (LFA) programme (2015-2023). The LFA programme worked to improve learning outcomes in English and Mathematics in all government and government-aided schools in Rwanda, with a special focus on girls and including children with special educational needs. GIRL has been designed to build upon this work by continuing to focus on foundational learning outcomes in English and Mathematics, with an even stronger focus on girls’ education and inclusive education. It will work to reduce school drop-out and improve transition to lower secondary or other learning pathways, particularly for girls and children with disabilities. The programme is made up of 3 main components:
• Component 1 will focus on improving learning outcomes in English and Math and providing technical assistance to the Government of Rwanda to strengthen capacity and the policy environment for improved foundational learning.
• Component 3 will focus on managing an innovation fund for out-of-school girls using a test-learn-adapt approach.
• Component 5 will focus on technical assistance and advocacy to the government around foundational learning and out-of-school girls, to ensure approaches are scaled and evidence from the programme feeds into policy and programming in the sector.
