About the International Court of Justice (ICJ)

The International Court of Justice (ICJ) is the principal judicial organ of the United Nations. Based in The Hague, the Netherlands, the Court settles legal disputes submitted by States and provides advisory opinions on legal questions referred to it by authorized United Nations organs and specialized agencies.

The ICJ is seeking a highly qualified and motivated Human Resources Officer (P-3) to join its Human Resources team on a temporary basis.

Position Summary

The Human Resources Officer will contribute to the effective management of human resources by providing professional advice and support on a broad range of HR functions. The successful candidate will help ensure that HR policies and practices align with United Nations regulations while supporting organizational objectives and workforce excellence.

Key Responsibilities

The successful candidate will be expected to:

  • Provide advice on United Nations human resources policies, rules and procedures.
  • Support recruitment, selection and appointment processes.
  • Assist in workforce planning and talent management initiatives.
  • Administer staff entitlements, benefits and contractual matters.
  • Support performance management and staff development programmes.
  • Prepare HR reports, statistics and analytical information.
  • Maintain HR records while ensuring confidentiality and compliance.
  • Contribute to process improvements and HR policy implementation.
  • Perform other related duties as assigned. 

Qualifications

Education

An advanced university degree (Master's degree or equivalent) in one of the following fields is typically required:

  • Human Resources Management
  • Business Administration
  • Public Administration
  • Law
  • Social Sciences
  • Or another relevant discipline

A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree.

Experience

Candidates should possess progressively responsible professional experience in human resources management, preferably within an international organization or a multicultural environment.

Experience in one or more of the following areas is desirable:

  • Recruitment and staffing
  • HR policy implementation
  • Employee relations
  • Performance management
  • Workforce planning
  • Staff administration

Languages

Fluency in English is required.

Knowledge of another official United Nations language is considered an asset.
