The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Rwanda for more than 40 years.
Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.
Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

- Governance and democracy

A. About GIZ and the Project
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digital Transformation and Digital Economy; and regional projects in the Great Lakes Region.
In Rwanda, GIZ works primarily on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Core areas include:
- Democracy and the rule of law
- Climate action and environmental protection
- Economic development and employment
GIZ, via its Digital Transformation Center (DTC) Rwanda is also supporting the digitalisation of
administration, promoting start-ups, cutting-edge technology and artificial intelligence and providing
training for marginalised population groups in digital knowledge. The Digital Transformation Center (DTC)
Rwanda is a key competence hub and home to the Digital Delivery Unit of GIZ (DDU). The DDU support
GIZ projects and partners in all Digital and AI related activities in all of the outlined core areas. The DDU
services range from advising projects (like an in-house consultancy) e.g. project scoping and planning, to end-to-end project management including management of IT service providers.
The DDU is looking for an experienced Technical Advisor in Digitalization and IT Project Management, who, while part of a team of digital experts, will be embedded with the GIZ digital and adaptive social protection project (DASP). DASP works with the Ministry of Local Government (MINALOC) to strengthen the social protection system. This includes the further development, enhancement and implementation of the Imibereho Dynamic Social Registry. The DDU technical advisor will as part of his/her main task manage the delivery of the corresponding large scale IT implementation provided by multiple service providers. He/she will work in close collaboration with MINALOC and GIZ.
The Technical Advisor in Digitalization and IT Project Management performs the following
responsibilities and tasks:
B. Responsibilities
- Plan, manage and implement IT projects from initial scoping to go live
- Give advice to and liaise with Partners, GIZ Project Managers and other stakeholders to ensure the IT implementation are in sync with overall development cooperation projects
- Steer and manage external service providers and contracts incl. quality assurance and facilitate the sign-off of work done
- Identify synergies and dependencies with other projects and initiatives to maximize impact and enhance collaboration.
- Support the respective government institutions in their role as technical lead by providing sound IT architecture and IT project management advise, building trust and capacities
- Develop and foster partnerships with local and regional project partners and consultants and service providers
- Support planning, procurement processes, financial management and monitoring of the project activities
- Contribute actively to reports (regular and ad-hoc), PR materials, and other related tasks to reporting and communication.
C. Tasks
1. IT Project management
- Plan and manage IT projects according to best practices and frameworks (e.g. Scrum)
- Organize and facilitate meetings, and workshops with stakeholders and service providers, ensuring effective communication execution and follow-ups (including agile ceremonies)
- Work closely with other GIZ digital teams and sector experts to facilitate knowledge exchange and help harmonize approaches and refine the service offering of the DDU
- Prepare terms of reference, concept notes, reports, and briefings to support project activities.
- Work closely with the GIZ administration team to facilitate logistical and administrative processes.
2. Technical Advisory:
- Advise on digitalization, IT project design and change management
- Lead business analysis and requirement gathering (incl. workshop facilitation)
- Lead the solution design, working closely with project teams to define target architectures that correspond to user needs and organizational capacities.
- Work with project teams to ensure that solutions are effectively integrated into existing systems and processes.
- Contribute to the scaling of best practices from Rwanda to other countries in Africa.
D. Required Qualifications, Competences and Experience
1. Qualifications and professional experience
- University (preferably Master) degree, preferably in a STEM field/ computer science
- Certification as Project Management Professional (PMI), scrum master, or similar is a plus
- Certification as an IT Architect is a plus
- At least 3 years of work experience in digitalization experience in public administration/ social protection is a plus.
- Proven experience in IT project management (preferably in an agile methodology)
- Proven experience in Digitalization advisory (architecture, delivery standards, software engineering).
- Very good understanding of digital government, data governance frameworks incl. data protection, IT security and data sharing, as well as of digitalization challenges of public administrations
- Proven skills and experience in networking and fostering partnerships. An existing network in digital government in the region, and/or internationally is an asset.
- Experience in working with and/or advising government institutions on digital topics; a focus on public service delivery is desirable.
2. Other knowledge and additional competences
- Strong ability to translate between technical and non-technical stakeholders
- Results-driven, with the ability to work effectively in a fast-paced and dynamic environment.
- Open to continuous learning and staying updated on new topics and trends
- Proficiency in English (both oral and written) and Kinyarwanda is required
- Proactive and pragmatic in the development and implementation of ideas and proposals
- Ability to build and manage internal and external relationships and build strategic partnerships and networks.
